Amazon DSPs are like capitalism compared to it being communism. Like one DSP could be short staffed where the managers may need to do a shift while another DSP might be overstaffed and has to send some employees home. If they all worked under one then they could have better labor management. You would need less managers too if they all work for one large DSP. This would save them money on management that could go into being able to afford not sending any employees home or paying employees that would otherwise need to be sent home.

Like if there’s only one AC repair company to call then they have all the staff and your wait times are at its best. If there are 20 different ac repair companies and you already selected your go to brand, then your wait time is dependent on how busy that one specific company is rather than being able to pull labor from competitors that have free time.

Amazon could also plan on having a few delivery robots to be in use on days when you need a full staff, then on lower work load days you don’t need to send any drivers home. After a while amazon could increase their robot army and stop hiring new drivers. Each time a driver quits, a new robot gets put to work.
